Cigarette Tax Hike Proposed To Pay For Various Health Programs

Governor Paul LePage is proposing to cut one-third of the funding from the program called Fund for a Healthy Maine. Now the Maine Lung Association is teaming up with some businesses to raise the cigarette tax to put the money back.

The Lung Association wants a $1.50 per pack hike in the cigarette and cigarettes tax to restore funding for the Fund for a Healthy Maine. That fund gets all of its money from the annual payments Maine received from the national discount cigarettes lawsuit settlement. The Fund typically received between $50 and $60 million per year. The money pays for a variety of health programs. The Lung Association and other groups say those programs are too important to lose. In addition, they say Maine's rate of youth smoking cigarettes has started to increase. They argue that raising the cigarette tax will discourage some from starting or continuing to smoke. And they say it will allow others to get help to end their addiction to cigarettes. The Maine Lung Association says it chose the $1.50 tax figure because studies show that's how much of a hike is needed to discourage people from buying cigarettes.

The proposal would need approval from the Legislature and the Governor, and there has been little interest so far in raising any taxes or fees.
